Four names, four numbers, no map
Rowan County's own power outage page names four providers with their reporting numbers: Duke Energy at 800-769-3766, EnergyUnited at 800-386-4833, Landis at 704-857-2411 and Union Power at 800-794-4423. The same page tells residents not to call 911 to report a loss of power.
EnergyUnited's member guide names Rowan among nineteen counties where it provides service in portions, and Duke Energy publishes 800-769-3766 as 800-PowerOn.
What the county publishes is a list, not a territory map. It does not put any of the four at a particular meter, and guessing is worse than useless at two in the morning. The company that sends the power bill is the one to call. A tree touching a wire is a different call, answered on 24-hour storm response.
Where Salisbury's responsibility for the wood stops
Salisbury publishes a ceiling on the wood it will take away. Limbs and large cuttings that cannot be bagged or boxed are collected provided they do not exceed six feet in length and eight inches in diameter. Above that, stumps, trunks and larger limbs are the owner's.
The heavy end of a removal sits above that line. A trunk is not a limb, and a stump is not yard debris, which Salisbury defines as limbs, clippings, leaves and all vegetation from lawns and gardens.

The Salisbury tree permit, and the lot it does not reach
Salisbury's Land Development Ordinance does contain a tree removal permit, narrower than it is usually described. Chapter 8 states that "Trees planted or protected/preserved on private property to meet the provisions of this chapter shall not be replaced or permanently removed without obtaining a Tree Removal & Replacement Permit". Those are trees put in or kept to satisfy the ordinance.
The chapter's own applicability section then exempts most of what a homeowner would be doing. Development of an existing platted lot of record with a single-family, duplex, triplex or quadruplex House building type is entirely exempt, and existing development is exempt except on stated expansions. For a homeowner looking at an oak in their own yard, the Chapter 8 permit does not reach the lot.
It is a development-side rule throughout, and what the city requires on a given parcel is the city's answer to give.
The insect that has reached Salisbury
The North Carolina Department of Agriculture and Consumer Services, NCDA and CS, reports spotted lanternfly breeding populations along the Interstate 85 and I-285 corridors through Davidson County and as far south as Salisbury in Rowan County. The agency describes spotted lanternfly as a pest of more than 70 plant species, and says late-stage nymphs and adults show a strong preference for tree-of-heaven.
That is a fact about an insect, not a verdict on a tree. This crew takes trees down, grinds stumps and clears storm damage, and it does not treat anything.
